Besar PBB, Geneva - Swiss pada 3 Maret 2013 lalu.
Hasil perbincangan itu, Beliau (PM Vanuatu) sepakat untuk Mensponsori Kongres Persatuan seluruh Faksi-faksi Politik dan Militer yang selama ini berdiri sendiri-sendiri memperjuangkan Hak Bangsa Papua Barat untuk Menentukan Nasibnya Sendiri.
Rencana Kongres yang beliau usulkan yaitu pada Bulan Juli 2014 di Ibu Kota Vanuatu, Port Villa.

Thanks for the Prime Minister of Vanuatu who have met our delegation West Papua Melanesian Council President Mr Ben Kaisiepo at United Nations Headquarters, Geneva - Switzerland on March 3, 2013 last.
The result of the conversation, he (Prime Minister of Vanuatu) Unity Congress agreed to Sponsor the entire political factions and the military that has been fighting for stand-alone West Papuan rights to self-determination.
Congressional plan that he proposed that on the Moon in July 2014 in the capital of Vanuatu, Port Vila.
